libgsl-dev software package provides GNU Scientific Library (GSL) -- development package, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgsl-dev
libgsl-dev is installed in your system.
Make ensure the libgsl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgsl-dev *
You will get with libgsl-dev package name, version, architecture and description in a table
